NOTICE TO BIDDERS

COUNTY IMPROVEMENT PROJECTS

Sealed bids will be received by the Ashland County Commissioners, 110 Cottage Street, Ashland, Ohio 44805 until 9:10 A.M. on Thursday, April 4, 2019, for the necessary labor, material, and equipment for the 2019 Ashland County Pavement Marking Program.

Specifications can be obtained at the office of the Ashland County Engineer, 1511 Cleveland Avenue, Ashland, Ohio 44805.

Bidder must submit a bid guaranty and a performance bond with the bid. The bid guaranty may be in one of several different forms. They may include a certified or cashier’s check, letter of credit, cash in the amount of 10%, or a bond. Please list the name, address, and phone number of the local bonding agent along with the home office.

If a bid guaranty in the form of a bond is posted, then the bid guaranty and performance bond attached to the specifications as Exhibit 1 is to be used.

In the alternative, if a bid guaranty in the form of a letter of credit, cashiers or certified check or cash is posted, then a performance bond in the form attached to the specifications as Exhibit 2 is to be used.

BONDS ON STANDARD INSURANCE FORMS, AIA FORMS OR ANY OTHER FORM OTHER THAN THOSE ATTACHED TO THE SPECIFICATIONS WILL BE UNACCEPTABLE. FAILURE TO SUBMIT A PROPER BOND WITH THE BID PACKAGE MAY RESULT IN REJECITON OF THE BID.

Attention of the bidder is called to the special requirements which will be included in the contract regarding minimum wages to be paid as per Section 4115.04 of the Revised Code. A payroll transcript will be required to be submitted to the Ashland County Engineer’s Office prevailing wage coordinator.

Ashland County may reject any or all of the bids on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by any unsuccessful bidder against Ashland County.

NOTICE TO BIDDERS

Sealed bids will be received by the Ashland County Commissioners, 110 Cottage Street, Ashland, Ohio 44805 up until 9:15 A.M. on Thursday, March 21, 2019, for the furnishing of Liquid Asphalt for the Ashland County Highway Department's 2019 road program as follows:

70,000 total gallons, more or less, of emulsified asphalt Grade MWS150

10,000 total gallons, more or less, of emulsified asphalt Grade MWS300

185,000 gallons, more or less, of CM-90 multi-grade asphalt cement or approved equal

10,000 gallons, more or less, of CM-300 multi-grade asphalt cement or approved equal

275,000 gallons, more or less, of HFRS-2P Polymer Emulsified Asphalt as an alternate bid

And for the furnishing of liquid asphalt for the Sullivan township 2019 road program as follows:

38,000 gallons, more or less, of CM-90 multi-grade asphalt cement or approved equal.

The emulsions shall meet Specification 702.07 of the State of Ohio, Department of Transportation Construction and Materials Specification. The multigrade asphalt shall meet the specifications in the bid documents.

A unit bid and total are required. Bid forms can be obtained at the office of the Ashland County Engineer, 1511 Cleveland Avenue, Ashland, Ohio 44805.

The quantities listed are approximate and may be purchased in a greater or lesser amount. A bid bond, in an amount of five percent of the total bid shall be submitted. In lieu of a bond, a certified check on a solvent bank will be accepted. Each bid shall contain the full name of each company submitting the bid.

Bidder's Affidavit

Ohio Revised Code sections 3517.13 (I)(3) and 3517.13(J)(3) require that no agency or department of this state or any political subdivision shall enter into any contract for the purchase of goods costing more than five hundred dollars or services costing more than five hundred dollars with a corporation, individual, partnership, or other unincorporated business, association, including, without limitation, a professional association organized under Chapter 1785. of the Revised Code, estate, or trust unless the contract includes a certification that the individuals named in Revised Code sections 3517.13(I)(1) and 3517.13(J)(1) are in compliance with the aforementioned provisions. The offeror is required to complete the following downloadable affidavit form (PDF document).

Failure to submit the required form with the proposal / bid packet will deem the offeror’s response to be non-responsive and disqualified from receiving further consideration.
